
I ran Windows Update again and the problem persisted. When this didn't work, I restored to an earlier System Restore point and the problem persisted. I ran Windows Update and installed a fresh update. I restarted in Safe Mode and the problem persisted. I concluded that USB-connected devices were not at fault. After this, the only devices connected were the keyboard and mouse. I disconnected all USB devices and receivers (Bluetooth, external HDDs, touchscreen, game controllers). I checked that all hardware devices were oriented correctly (e.g. The problem remained through all peripherals changes so I concluded the mouse/keyboard were not at fault. Uninstalled all Mice and other pointing devices in Device Manager and allowed Windows to reinstall the drivers
